In 2008, The Los Angeles Times wrote of Wayne Pacelle, "The head of the U.S. Humane Society has retooled the organization from a mild mannered protector of dogs and cats into an aggressive group flexing its muscle on behalf of all animals." Pacelle has proactively sought reforms in state laws, engaging the electorate and winning ballot initiatives that outlawed certain factory farming procedures, bear baiting, cockfighting and other inhumane practices.
